Twelve points post covid-19 solution measures to be taken for the persons with disabilities 

Government of India should take some post covid-19 solution measures for the persons with disabilities through its various government department and agencies.


1. A district wise, State wise database only including name, guardian's name, phone number and addresses should be initiated, prepared and forwarded from the District Collector with special emphasis on the beneficiaries who are above 18 years old. Separate lists for the persons with intellectual and developmental disabilities including autism and other cognition related disability should be prepared with utmost importance. Appropriate Ministry of Government of India should seek the exhaustive and complete list from the Collectors of different districts in India. This database should be prepared with Google sheet of registered gmail address of District Collector and should be shared with one unique central Gmail address including State Nodal Gmail addresses. Nodal of each State, if required, should preferably work under Central supervision, preferably consists of Central Manpower, should not depend upon any other State Government agencies except Collectors of Districts. After completion of exhaustive lists upto a cut off date, the shared and registered email addresses of District Collectors should be freezed for edition. Therefore no further updation is possible from any end before initiation of next revision process.


2. One tele-caller team consisting preferably three persons for each states should be prepared. The team preferably will work from home, undertake supervision of State nodal. One fixed questionnaire, preferably in a Google form should be asked and filled during conversation. Physical addresses should properly be asked and verified during telecalling. The team will record each conversation during their telecalling. This is KNOW YOUR BENEFICIARIES (KYB) processes. During KYB processes some phone number may be not reachable, unanswered. These uncontacted phone numbers should be marked in the shared Google sheet of District Collector which subsequently may be cared and rectified by the District Authority through their down line machineries. No KYB should be initiated or completed by District Collector, on the contrary District should only be responsible for supply correct contacts of the beneficiaries. Edited contact,if any cannot be updated through freezed Google sheet, rather should be emailed separately by the District Collector to the State Nodal. During KYB process ten percent beneficiaries need separate field level inspection for further clarity of information. This type of inspection should also be cared by District Authority. 


3. After completion of KYB processes, when mother database has completely been prepared, an workable database should be shared with District Authority for jointly or single bank details of the beneficiaries or the families. These accounts should be integrated with Public Fund Management System (PFMS) by the State Nodal. Any confusion should be marked in red in the shared Google sheet. 


4. A three months Grant of State Welfare preferably consisting of Rs 5000 each should  be transferred directly to the PFMS integrated bank account of the beneficiaries or their parents preferably before the months of festivals.


5. As father of differently-abled daughter, I wish that the education, remedial therapies, Vocational training, job absorption of persons with disabilities should directly be dealt with the Government not by NGOs. I astonish that there are schools, colleges and work centres for the neurotypical children majorly run by Government, but for the persons with disabilities, sectors have been handed over with the NGOs. 


6. School for persons with disabilities should be run by the Government, as majority of the persons with disabilities cannot adjust with regular schooling due to their cognition or locomotor difficulties, and this type of school where no inclusive setup for the persons with disabilities is available and the student with disabilities cannot compete with the neurotypical students after primary education.


7. Families with children and young adults with disabilities are dissatisfied with Early Intervention and Day Care school of National Trust because mindset of middle-class families are fixed with class promotion and traditional academic. Families are interested with an eight pass or Madhyamik Pass certificate. Even one National Trust beneficiaries is also registered with one SarbaSikhha Avijan school for academic certification, but policymakers are satisfied with inclusive education. Therefore I suggest National Trust should be act as a Education Board so that beneficiaries attached with National Trust may avail at least class eight pass certificate from their day care school. 


8. Therapy sessions of Niramaya card beneficiaries should be monitored through QR enabled ATM like scratch card in lieu of traditional Niramaya card. No amount should be charged from beneficiaries and the reimbursement amount should directly be transferred to the account of paneled RCI registered therapists by the National Trust without any upper capping as per number of scratches or QR scan on the digital Niramaya Card. Free transportation facilities in the public buses and trains along with their caregiver should be allowed mandatorily against digital niramaya card. Other types of reimbursement should traditionally be made as per submission of original bills and prescriptions.


9. Proper social distancing and hygienic standards and use of masks and sanitizers should properly be followed during therapy sessions, classroom, work-centers. Preferably one sanitizing tunnel should be setup in front of school mandatorily.


10. Block wise and Municipal wise vocational training center and work center should be set up with direct supervision of District Collector with center specific machineries and technical staff under financial assistance of NSDC or NSIC. This type of center should be like an adjustable cabin,  temporarily be assembled with fixable hardboard plastic materials on a predetermined Government Lands. Recruitment and payment of staff in that Government monitored work centres should directly be transferred from Governments allotted fund.


11. For the person who have locomotor issues cannot travel to the block or Municipal center for their work-center job. A pair-unit consisting of beneficiary and nearest caregiver should be formed for them in their native place. The pair should be entrusted with one trade and should be commenced with individual entrepreneurship with machineries and technical supervision directly settled from Government fund.


12. The production from Government work centres and vocational training centres or from any individual entrepreneurship work centre should be sold in the GeM machineries, IRCTCs, Government Offices through Role Partnership Model, from where income can directly be generated for the beneficiaries.
